For me, 1st choice Budapest, by quite a long way. It's beautiful and full of life, probably my favourite European capital city. Ljubljana probably my 2nd choice, but it is really relatively quiet, truly an accidental capital city. Mellow and pretty, yes. Prague third. (Though its cultural life is better than that of Ljubljana). Budapest was one of our favorite cities in Europe. Cheap. Tons of character and interesting. Not as easily walkable like Vienna since it used to be 3 different cities but still very doable. Mostly we noticed hardly any tourists compared to Vienna and Prague and we saw all 3 within a span of less than 2 weeks (so very similar time frames). From a time point of view if you will only have two full days you might be better off in Prague. Although it will require 3 full days including travel time. In either Budapest or Madrid, you'll find plenty of activities to fill your time. In our opinion, Madrid has more to see and do, so we recommend spending more time in Madrid than Budapest. Although snowstorms may be more common, this is not necessarily a negative point as it arguably gives the city an immense charm.
